This accessibility statement explains how the VisitKouvola online service complies with the law on the provision of digital services, what shortcomings there are in the accessibility of the site, and how you can provide us with feedback on accessibility issues.
This service is provided by the City of Kouvola. We want as many users as possible to be able to use our digital services. We take accessibility into account in the development of our digital services.
How accessible is the service?
This service largely meets the accessibility criteria required by law at levels A and AA (WCAG criteria 2.1 and 2.2). There are some accessibility shortcomings, which are described in more detail below.

Contents or functionalities that are not yet accessible
Perceivability
- Some videos on the site do not have captions. (WCAG 1.2.1)
The site has multimedia containing video and audio (time-based media), where not all essential information is conveyed through the audio track. (WCAG 1.2.3 and 1.2.5) - Some video embeds (iframes) are unclear to screen readers. (WCAG 1.3.1)
- The focused element sometimes stands out very weakly or not at all in cookie dialogs and video player buttons. (WCAG 1.4.11 and 2.4.7)
- The focused element is sometimes hidden behind a floating navigation bar. (WCAG 2.4.11)
Operability
- In the mobile view of the site, there is a skip link at the bottom of the pages to jump to the top. However, the skip link does not move the keyboard focus to the top but remains on the link at the bottom of the page. (WCAG 2.4.3)
- Finding the desired location is sometimes a bit difficult, as there are individual links in the service that are named the same but lead to different pages. Some links leading to the same location are also named differently. (WCAG 2.4.4 and 3.2.4)
- The site has many repetitively named “Read more” links and URL-shaped links that do not indicate their target or purpose. (WCAG 2.4.4)
- The site has filter buttons that are not accessible via keyboard and screen reader. (WCAG 2.1.1 and 4.1.2)
Using the service with a screen reader and voice control
- The number of results is not indicated by screen readers, even though it is visually clear with a numerical value. (WCAG 1.3.1)
- The search function in the event calendar is unclear to screen readers, as there is no feedback on the success of the search. (WCAG 4.1.3)
- Some buttons in the event calendar search function are vaguely named. (WCAG 2.4.6)
- The site has some headings that lack heading identifiers. (WCAG 1.3.1)
- The grouping of some text contents and programmatic relationships are not clear to screen readers. (WCAG 1.3.1)
- The site has some informational images that lack alternative text. Some images have non-descriptive file names as their alternative text. (WCAG 1.1.1)
- The site has image carousels that are inaccessible to screen readers. The images lack alternative texts, and the functional elements of the carousels are unclear. (WCAG 1.1.1 and 4.1.2)
- The site has map embeds that are unnamed and unclear areas to screen readers. (WCAG 4.1.2)
The shortcomings listed here are aimed to be corrected as soon as possible.
